What Documents Do You Need for a Learner's Permit?

A parent's checklist for the learner's permit: proof of identity, Social Security, residency, parent consent and REAL ID, with examples from five states.

Most states ask for four things: proof of identity and age, proof of your Social Security number, proof of where you live, and a parent's or guardian's consent if the teen is under 18. The exact documents, and how many of each, depend on your state, so check your DMV's list before you go.

Missing paperwork is one of the most common reasons a permit visit ends early. This checklist walks through each category with examples from official state pages.

Key takeaways

  • Bring originals. Pennsylvania, for example, says photocopies will not be accepted.
  • Many states want two proofs of residency. Teens can often use a parent's documents with an extra form.
  • Teens under 18 usually need a parent or guardian to sign, either in person or before a notary.
  • Some states add school, course or medical forms.
  • If you want a REAL ID, the document rules are stricter, so plan ahead.

The core checklist

1. Proof of identity and date of birth

This is usually one primary document. Florida's list for U.S. citizens includes:

  • A U.S. birth certificate from a government vital records office (hospital certificates aren't accepted)
  • A valid U.S. passport or passport card
  • A Consular Report of Birth Abroad
  • A Certificate of Naturalization or Certificate of Citizenship

Connecticut asks for two forms of identification, at least one of them a primary document. Non-citizens need documents showing lawful status; your state's list will spell these out.

2. Proof of Social Security number

States want to see the full number. Florida accepts a Social Security card, W-2, pay stub, SSA-1099 or other 1099 showing the full name and number, but not handwritten forms. Pennsylvania asks for a Social Security card that is signed. If your teen has never signed the card, do it before the visit.

3. Proof of residency

This is where families most often get stuck, because teens rarely have bills in their own name.

Tip: keep two recent pieces of official mail in a folder the week before the visit, and check that the name and address match exactly.

4. Parent or guardian consent

Teens under 18 almost always need an adult's signature.

  • Florida uses a Parental Consent Form (71142). Unmarried applicants under 18 need a parent or legal guardian to sign in front of an examiner or a notary.
  • Pennsylvania uses form DL-180TD. If the parent or guardian cannot attend, it must be signed before a notary.
  • Washington, DC requires proof of parental approval for 16 and 17 year olds, and the consent form asks for a birth certificate, adoption court order or guardianship decree to show the relationship.

If the parent's last name differs from the teen's, bring the document that links them.

State extras to watch for

Several states add forms beyond the core four:

  • Pennsylvania: the DL-180 application, with a physical exam section completed by a health care provider no earlier than six months before the 16th birthday.
  • Texas: a driver education certificate (DE-964 or DE-964E), plus a high school diploma, GED or Verification of Enrollment and Attendance (VOE) form. The VOE is valid for 30 days from issue, or 90 days if issued June through August.
  • Connecticut: new drivers first complete the Connecticut Work Zone Safety Course, and a parent or guardian of a 16 or 17 year old must attend a two-hour training course with the teen.
  • Washington, DC: you cannot get the permit with outstanding debts to the District or unpaid out-of-state moving traffic fines.

If your state requires drivers ed before the permit, the certificate is part of your paperwork. Make sure it comes from a licensed school, and keep the original. Our guide Why Your Driving School Certificate Matters (and How Insurers Verify It) explains why.

What about REAL ID?

A REAL ID is a license or ID that meets federal security standards. Florida's REAL ID page lists enforcement for boarding federally regulated commercial aircraft starting May 7, 2025, along with access to certain federal facilities.

To get a REAL ID-compliant credential in Florida, you bring a primary identity document, proof of Social Security number and two documents showing your principal residence. Ask your DMV whether your teen's permit will be REAL ID-compliant and what it needs to make it so. Washington, DC, for example, has a dedicated REAL ID learner permit service.

Fees and appointments

The states we checked charge a permit fee, but their pages link to separate fee schedules rather than listing amounts. Check your DMV's fee page before you go. Texas, for one, asks you to schedule an appointment first.

The night-before checklist

  • Original birth certificate or passport
  • Social Security card (signed, if your state requires it) or accepted alternative
  • Two proofs of residency, with the parent's address form if needed
  • Parent or guardian present, or a notarized consent form
  • State extras: application form, medical form, school form, drivers ed certificate
  • Payment for the fee
  • Glasses or contacts for the vision test
  • Studied for the knowledge test (see How Many Questions Are on the Permit Test? (By State))

FAQ

Can my teen use my utility bill as proof of address?

Often, yes. Florida and Connecticut both let a parent or guardian provide residency documents for a minor. Florida also asks for a Certification of Address form. Check your state's rules.

Do I have to go with my teen to get the permit?

Usually a parent or guardian must sign. Florida and Pennsylvania allow the form to be signed before a notary if the parent cannot attend. Some states, like Connecticut, also require a parent to attend a training course.

Are photocopies okay?

Generally no. Pennsylvania says photocopies will not be accepted, and Florida says the same for name-change documents. Bring originals or certified copies.

Does my teen need a REAL ID learner's permit?

REAL ID matters for federal purposes, such as boarding domestic flights and entering certain federal facilities, according to Florida's REAL ID page. Ask your DMV which type it issues and what extra documents it needs.
